Arroyo names new intelligence chief
MANILA, Philippines - President Gloria Macapagal Arroyo has appointed a former chief of the Intelligence Service of the Armed Forces of the Philippines (Isafp) as the new director general of the National Intelligence Coordinating Agency (NICA). Replacing Cesar Garcia as NICA chief is retired Major General Pedro Cabuay, the military official who led the arrest of then Communist Party of the Philippines (CPP) Visayas Commission secretary Arturo Tabara and other rebel leaders in Negros in 1994. Cabuay had also served as commander of the military’s Southern Luzon Command and was also named deputy national security adviser. Garcia resigned from NICA last month. - GMANews.TV
