Teodulo Topacio conferred national scientist rank


Dr. Teodulo Topacio becomes a National Scientist - DOST.GOV
MANILA, Philippines — President Gloria Macapagal Arroyo on Thursday conferred the rank and title of national scientist to Dr. Teodulo Masangao Topacio Jr. for his contribution in providing information about leptospiral disease. An article posted on www.gov.ph said the conferment was made under Proclamation No. 1762. Topacio’s conferment was based on the recommendation of the National Academy of Science and Technology. Topacio was recognized for his contribution to information on leptospiral disease of domesticated animals, which may provide the foundation for institutional control measures for these ailments. Born on November 30, 1924, Topacio earned his Doctor of Veterinary Medicine degree from the University of the Philippines. Executive Secretary Eduardo Ermita said that as a national scientist, Topacio would be entitled to privileges and emoluments. The rank and title of national scientist was created under Presidential Decree No. 1003-A dated December 16, 1976 for the pre-eminent achievements by Filipinos in science and technology that have contributed to the progress of the country and humanity. - Aie Balagtas See, GMANews.TV
